Oregon State University encourages international collaborations. With heightened sensitivity on these issues nationally, the OSU Research Office reminds faculty, staff and graduate students to be transparent regarding their involvement in all international collaborations, and to remain abreast of their obligations to report on international research and scholarly activities.

Below is information to help Oregon State faculty, staff and students identify and comply with reporting requirements for international research and collaboration. Please refer to this information each time you embark on an international endeavor, as Federal guidance can change on short notice. OSU already has resources in place to help researchers navigate export control regulations, conflicts of interest, foreign talent programs, cybersecurity, international travel, and more. Consult the resources below reach out to the appropriate office with questions.

If you…..

You should complete each of the following steps

Useful web resources:

…have been invited to participate or are currently participating in a foreign talent recruitment program (e.g. foreign 1000 talents program, young scholar 1000 talents plan, etc.), or work with any international company that may have U.S. government restrictions.

…not proceed or agree to participate until the opportunity is cleared by OSU leadership.

…alert your Department Dean/Chair/Supervisor

…contact the Division of Research and Innovation to discuss conflict of interest (COI) or export control concerns    

…have travel reimbursed or sponsored by a foreign entity, individual or individuals or government.

…inform and get approval from your department leadership prior to travel.

…comply with the OSU travel policies, including registration of international travel.

…disclose the relationship in your research conflict of interest declaration.   

…have a foreign entity propose an institutional partnership with OSU or a consulting relationship with you.

…consult the Office of Global Affairs to support the collaboration.

…contact the Division of Research and Innovation to discuss conflict of interest or export control concerns.  

 

…have an active or proposed position with, or have been provided with funding by, a foreign institution

…disclose the relationship in your Interest and Outside Activity Reporting Form(s).

…disclose the relationship to the Office of Sponsored Programs.

…contact the Export Control Compliance Program to perform a review.  

 

 

 

…have ownership interest in a foreign company.

…disclose the relationship in your COI declarations.  

 

…want to host a visiting scholar, student, tour group or other individual or individuals from a foreign entity for less than a week. .. work with the Office of Global Affairs.
…want to host a visiting scholar, student, tour group or other individual or individuals from a foreign entity for an extended period of time. …work with the Office of International Services to complete any necessary pre-visit paperwork.

…have concerns or questions about a proposed collaboration or research project.

…contact the Export Control or Research Office to discuss your concerns.  

…are traveling outside of the U.S. for university-related purposes.

…register your work-related international travel and follow all other applicable travel policies.
