Government Shutdown Information 2023-2024

Oregon State University community members,

As you are likely aware, funding for the federal education and research agencies most important to OSU’s mission remain in temporary continuing resolution status through Nov. 17. While we remain hopeful for a budget solution to avoid federal government shutdown, there is continued uncertainty while Congress and the White House pursue a final FY24 spending agreement.

It is recommended that those of you engaged in submitting proposals, working with federal agencies to receive funding, or pursuing agency approval of project changes, continue to reach out to your program officers or agency contacts to confirm processing of these actions prior to a potential shutdown. Ways in which federal shutdown could impact OSU research and sponsored program activity:

  • Proposals will continue as planned unless agencies publish extension of submission deadlines.
  • Review of submitted proposals and issuing future awards will be delayed if there is a shutdown.
  • Awards issued prior to shutdown are typically obligated when we receive them.  Agencies will notify us if funding is at risk. 
  • Payments from federal agencies may be delayed if there is a shutdown.  Some large projects allow advanced invoicing for future costs.
  • Post-award requests (no cost extensions, budget reallocations, etc.) will not be evaluated/approved by agencies during a shutdown period and should be submitted as soon as the need is identified.
  • Communication with Program Officers and other agency officials will be limited or unavailable during shutdown so connect as soon as possible if there are pending activities needing agency input.

OSRAA is working to ensure federal funding actions are completed prior to a potential shutdown. Due to the prioritization of direct federal awards, non-federal or incoming subawards (where federal funds are already obligated to the prime recipient) may experience longer timelines for review and set up in the OSU system. Oregon State University Community Members,

Congress avoided a federal government shutdown over the weekend, passing a temporary continuing resolution to keep the government open until a final budget for fiscal year 2024 is passed.

The current continuing resolution to fund the government provides funding for the education and research agencies most important to OSU’s mission through Nov. 17. While the agreement reached on Saturday is promising, we expect continued uncertainty while Congress and the White House pursue a final FY24 spending agreement.

We recommend those of you engaged in submitting proposals, working with federal agencies to receive funding, or pursuing agency approval of project changes, continue to reach out to your program officers or agency contacts to confirm processing of these actions prior to a potential November shutdown. 

We remain steadfast in our commitment to minimize the impact of a federal shutdown on Oregon State University research and educational activities. Oregon State University Community Members,

We are continuing to closely monitor the federal government shutdown situation and any potential impacts to Oregon State University operations.

Based on review of federal agency contingency plans, we anticipate the ability to continue drawing federal funds for most university research, outreach and other federally sponsored programs. A limited number of federal contracts, which may be most affected by potential stop work orders, will receive specific instruction regarding continued operations during a shutdown.

Similarly, we are monitoring potential impacts of a shutdown on OSU students. Financial aid disbursements will continue. We expect a short-term government shutdown to have limited, if any, immediate impact on OSU educational services and financial aid programs.

Oregon State Community Members,

We are writing to assure you that OSU is closely monitoring the status of congressional negotiations to fund federal government operations in fiscal year 2024, which begins on October 1. If funding legislation is not adopted by that time, federal departments and agencies will cease non-essential operations until funding is restored. At this time, there is no certainty that a funding agreement will be enacted in time to avoid a federal government shutdown.

Oregon State University receives significant federal funds for research, land grant programs and student financial aid. We are evaluating the possible impact of a government shutdown on all aspects of university operations and preparing for any possible outcome.

A short-term government shutdown will have limited, if any, immediate impact on OSU educational services and financial aid programs. Financial aid disbursements will continue for the current term and are not affected by the shutdown.

University officials remain in frequent communication with members of Oregon’s Congressional delegation and other federal leaders regarding the importance of ensuring government continues to operate without interruption.
