Building the Prototype Open Knowledge Network (Proto-OKN)

This muti-agency translational research solicitation seeks to build a prototype version of an integrated data and knowledge infrastructure called the Open Knowledge Network (OKN). The solicitation identifies three themes associated with building the Prototype-OKN (Proto-OKN).

  • Theme 1 focuses on the development of knowledge graphs to provide data-centric solutions to various societal challenges.
  • Theme 2 focuses on the development of the interconnecting technical “fabric” needed to link the knowledge graphs developed by Theme 1 teams.
  • Theme 3 focuses on the creation of educational materials and tools for a wide range of constituents who are expected to be interested in engaging with the Proto-OKN.

Limit on Number of Proposals per Organization: 1

An organization may serve as the lead organization on at most one proposal to this solicitation. If an organization exceeds this limit, the proposal with the earliest date and time will be accepted, and the remainder will be returned without review.

The general guidance for the preparation of the notice of intent to the Research Office:

COVER SHEET (1 page) -please use an 11 point or higher font with one-inch margins.

  • Solicitation Name and Descriptive Title
  • Project Summary:  3 or 4 sentences or bullet points that provide an overview of the objective of your proposed research, how you plan to do it, and the expected outcome.
  • Key PI/co-PIs:  5 or 6 sentences or bullet points that highlight team expertise as it relates to the project.
  • Budget:  Example:  The total cost of the project is anticipated to be $ X, with $ Y being requested from the Agency.  Agency funds will be used for: $ A for personnel; $ B for operations, and $ C for broader impacts/subcontracts etc. 

PROJECT DESCRIPTION (1 page) - please use an 11 point or higher font with one-inch margins.

Describe:

  • Proposed activities and impact: Describe the project to be undertaken and provide the technical specifications of the research activities and timelines that will be undertaken. How will the activity provide a specific benefit(s) to the user community/ies and help them achieve their desired outcomes?
  • How the proposed research can lead to the advancement of research/knowledge in this area.
  • Partnership: How will end users from multiple sectors are poised to form a deep and diverse partnership that supports the use-inspired research proposed? How will the proposed use case support and contribute to the mission of at least one identified end user federal agency?

  • Deliverables  What will the deliverables be?  Describe clear, achievable goals and objectives that will be acheived in the 3 year project period.

  • Use Case Integration and project themes:  How is the project a good fit for one of the themes in the solicitation?

  • Optional - Suggest one or two names to serve on the internal review committee.

  • Abbreviated CV or biographical sketch of the principal investigator – separate page
