International Travel and Export Controls

All employees, students, and others who engage in university-related international travel are required to register their travel with the university and adhere to OSU's International Travel Policy. Please ensure that you have carefully reviewed the information available on the International Travel home page, which provides an overview of international travel policies and processes, including how to register your travel, and other benefits available to university travelers.

This page explains export control requirements and international compliance considerations when undertaking university-related international travel.


University travel that involves the permanent or temporary transfer of information, equipment, materials, or technology out of the U.S. may be subject to export controls and may require export license(s) depending on the item, destination, recipient, and end use/user. University employees are required to comply with United States export and sanctions regulations when traveling abroad. Before traveling internationally, please contact the Export Control and International Compliance (ECIC) Office for assistance in determining whether an export license is required or if you qualify for an export license exception.

Restricted Party Screenings Prior to Departure

Oregon State University’s Export Control and International Compliance office  performs restricted party screenings on countries as well as people/institutions you plan to visit to ensure the country or those parties are not restricted by the U.S. Government.  To request a restricted party screening, please contact the ECIC office at [email protected].

Sharing or Transferring Information

The ECIC recommends limiting presentations and discussions to topics that are not related to controlled commodities, software, or technology unless that information is already published or otherwise already in the public domain. If you intend to share export controlled technical data, confidential or proprietary information, trade secrets, or unpublished information that is not intended for future publication, contact the ECIC prior to release, as the information may be subject to export control regulations. 
Information that is not subject to export control regulations is as follows:


•    Research which qualifies as ‘fundamental research’
•    Published information
•    Publicly available software
•    Educational information

Accompanying Commodities, Software, or Technology

Do not take any commodities, software, or technology that fall into one of the following categories without prior approval from the ECIC:


•    Classified, Controlled Unclassified, or Export Controlled;
•    Limited Distribution, Proprietary, Confidential, or Sensitive;
•    Specially designed for military, intelligence, space, encryption software, or nuclear-related applications;
•    Items, data, or information received under a Non-Disclosure Agreement; or
Data, information, or software that results from a project with publication or foreign national restrictions.
