Pre-submission steps
Before submitting your IRB application, the HRPP identifies the following steps that can help reduce your overall review time*:
- Determine who will be the Principal Investigator (PI). To qualify as a Principal Investigator, individuals must have an OSU appointment and be working within the scope of that appointment in performing the research.
- All study team members must complete the online ethics training modules in CITI. Students should use their OSU ONID email address when registering, and faculty and staff should use their [email protected] email address. Your email address in CITI must match your email address in Banner in order for your training records to be linked to your profile in Cayuse HE**.
- Create your consent or assent document or guide and other study documents, such as recruitment materials and test instruments (e.g., questionnaires, surveys, interview or focus group guides, etc.).
- If you have questions or need assistance from HRPP staff, you can request a remote advising session.
- Contact the Graduate Writing Center and schedule a consultation if you would like help with improving the quality of your protocol and consent documents.
- Data security plans for systems storing Level 3 data must be reviewed by the Information Security Office before research activities can begin. The Office of Information Security encourages researchers to reach out early on in the protocol development to ensure that the appropriate safeguards are in place to protect research data.
- If your project will involve accessing OSU student records, complete the feasibility determination form required by the Office of the Registrar and review the guidance on students and employees as research subjects for additional instructions.
- Contact the Research Conflict of Interest Program Administrator if any study team member has financial conflicts of interest related to the research.
- Contact the Oregon State University Advantage team about any transfer of biological materials to or from OSU.
Submission Steps
The OSU HRPP uses the Cayuse HE electronic research administration system to faciliate IRB applications and the review process. The IRB application form allows users to submit an application for oversight determinations, requests for OSU to cede oversight to an external IRB, and applications for exempt determinations and IRB reviews for non-exempt studies.
- Login to Cayuse HE with your OSU SSO ONID credentials
- Click on Products in the upper right corner and select Human Ethics
- Click on + New Study
- Complete the application; have study instruments, recruitment, and consent documents available.

*Currently, average review times are 3-4 weeks for exempt determinations, 6-8 weeks for expedited reviews, and 12 weeks for full board reviews. Please see the FAQ on "What are the types of review and how long do they take?" on the HRPP FAQ page.
**To confirm your CITI Ethics training history is linked to your profile in Cayuse HE, click on "your name" in the upper right hand corner and select "My profile", and then "Training and Certifications" in the menu on the left. If you do not see your training records, log in to your existing CITI account and ensure that the correct OSU email address was used (see step 2 under 'Pre-submission steps' above)
